Mosquitto: Manage bridge configuration at runtime

This is huge:

This new functionality permits to create and delete bridges at runtime by publishing messages to the $SYS topic.

It’s not mainline yet, but it seems to be used successfully already.

Hi, In this PR, we submit a new functionality for the bridge. Our commit pro…pose to manage bridge dynamically by a publish message on $SYS topic. This new functionality permit to create and delete bridges after the config file step. Our use case is IoT management with different brokers on different Embedded Systems. Please evaluate.
